UNDER WHICH AUTHORITY, SHEEP's & GOAT's ARE SHIFTED FROM DELHI TO J&K UNDER ARMY SUPPLY COVER IN VERY CRUEL MANNER ?

The sheep's & goats are being transported from Delhi to J&K under Indian Army supply cover in very cruel manner. Animals are under heavy stress, pain, injury & death during traveling. This is the clear cut violation of the PREVENTION OF CRUELTY TO ANIMALS ACT, 1960 & the rules made out by the Govt. of India.
